080222“闭门”种种

江戸の世に閉門という刑罰があった。武士や僧侶の屋敷の門を封じ、昼夜の出入りを禁じて謹慎させる。医者を呼ぶこと、火事から逃げることは認められていた.

江户时代有一种叫做“闭门”的刑罚。将被罚的武士或僧侣家的门封住,昼夜不准出入,将其禁闭起来。若是要叫医生以及着火后逃生则是允许的。

世間に合わせる顔がないと恥じ入ったか、在日米軍が基地あげての「自主閉門」である。沖縄、岩国の将兵と家族ら5万5000人に終日の外出禁止令が出た。中学生暴行、飲酒運転、住居侵入と不始末が続いては、基地のゲートは内から閉ざすほかない.

  或许是深感羞愧无颜面对世人了吧,所有的在日 美军基地全都实施了“自主闭门”。冲绳、岩国的官兵极其家属55000人,有命令终日不得外出。因为强奸中学生、酒后驾车、擅入民宅等祸事不断,所以不得不自己从里面将基地的大门给关上了。
きょう22日は、全国の米軍こぞって「反省の日」だという。外出禁止が長引けば、周辺の飲食店なども「閉」の危機を迎える。基地経済の足元から開門を望む声を待つ腹かと、勘ぐりたくもなる.

今天,22日,是全国所有美军的“反省日”。可是,如果外出禁止长期化的话,恐怕给四周的饮食店也带来“闭”的危机了。我不想猜测,他们是否在等待,基地经济的现实要求他们开门的呼声。
ここに、真っ先にこじ開けたいものがある。わが自衛隊の閉鎖体質だ。イージス艦に衝突された漁師の親族に、幹部は「報道陣には知らんぷりを」と求めたらしい。カメラの前で自衛隊をなじり、何度も泣かれてはかなわないという意味なら、ひどい.

在此,有一个必须先打开的东西。那就是我们的自卫队的密封体制。据说自卫队的干部请求遭宙斯盾撞击的渔民的家属“在记者面前装聋作哑”。如果这意味着在镜头前遭人质问或哭诉吃不消,则就难以容忍了。
事故の連絡が遅れたうえ、重要な情報がなかなか明かされないのも腹立たしい。見張りが漁船の灯火に気づいたのは、先に発表された衝突2分前ではなく12分前で、その後も自動操舵(そうだ)で直進していた。自衛隊に不利な証言が後から出てくるのはどうしたことか.

事故报告延误,重要信息又迟迟不公开,简直令人愤慨。了望员看到鱼船的灯火不是先前所说的2分种之前,而是12分钟之前,发现后仍是自动驾驶着直行。如此,对自卫队不利的证言姗姗来迟,又是怎么回事呢?
戦闘集団には秘密主義がつきものだが、それに振り回されては知る権利も文民統制もおぼつかない。大漁を信じる親子船を切り裂いた経緯に、隠すべき情報はなかろう。組織防衛と保身にばかり熱心で、国民には門を閉ざす「自分を守り隊」では困る。

作战部队总是神秘兮兮的,可加以滥用了则知情权和文职统治都形同虚设了。将希冀好收获的父子鱼船从中撕裂,这个过程中有什么好保密的吗?自卫队真要成了只想保护自己,对国民紧闭大门的“自卫队”,还要来何用?

Secrecy should not override everything

Heimon, which literally translates as "closed gates," was a form of punishment for samurai warriors and Buddhist monks of the Edo Period (1603-1867). For a prescribed period, the offenders were confined, day and night, within their premises behind closed gates. No one was allowed out except to fetch a doctor or flee from a fire.
As if shamed into self-imposed modern-day heimon, U.S. military bases in Okinawa Prefecture and Iwakuni, Yamaguchi Prefecture, have closed their gates from within, so to speak. The confinement affects 55,000 troops and their families. But this was probably inevitable in the wake of the recent allegations against U.S. servicemen: the alleged rape of an Okinawa junior high school girl; a case of drunken driving; and a trespassing incident.
U.S. military authorities designated Friday as a "Day of Reflection." But if the self-confinement continues indefinitely, eating and drinking establishments around the bases could be driven out of business. I cannot help wondering if the U.S. military authorities are waiting for the local businesses to beg for the reopening of the gates.
One thing I want to open at once is the secrecy of our country's defense authorities. Reportedly, a senior Maritime Self-Defense Force officer told the families of missing fishermen, whose boat was hit by an Aegis destroyer earlier this week, to "ignore reporters." If he meant that the last thing he needed was for these anguished families to berate the MSDF and weep bitterly before TV cameras, that's utterly outrageous.
I am angry enough that the defense minister was not immediately notified of the accident, not to mention that important information was apparently withheld. It has been revealed that the destroyer's watch personnel noticed the fishing boat's lights 12 minutes before the collision, not two minutes as previously stated, and that the destroyer continued to plow straight ahead on auto-pilot.
Why is it that testimonies damaging to the MSDF have come up only later?
Secrecy is inseparable from any military organization, but if secrecy is allowed to override everything, the principle of civilian control and the right to know cannot be kept.
The father-son fishing team sailed out, hoping for a good haul. The fishing boat was split in half. No information should be kept secret about the circumstances that led to the tragedy.
I have no respect for any self-defense force that is interested only in protecting and defending itself and keeps its doors closed to the public.

“勘ぐりたくもなる.”译为“我不想猜测”怕是笔误吧。:)
